Course Recipients
The Training Course for Decision-Makers, organized by the Conciliation Body Concordia et Ius srl, is aimed at professionals who wish to acquire the skills necessary to operate as qualified Decision-Makers in the online dispute resolution (ODS) procedures provided for by Article 21 of the Digital Services Act (EU Regulation 2022/2065). The course is intended for: Legal professionals, mediators, and legal advisors interested in specializing in digital dispute management.
Technology or regulatory experts who want to learn more about European regulations and impartial decision-making techniques.
Course objectives
The course aims to:
Provide specialized training on European and national principles and regulations applicable to ODS procedures.
Prepare participants to handle disputes between users and online platform providers impartially, efficiently, and in a DSA-compliant manner.
Ensure the acquisition of the skills necessary to evaluate complex cases and make reasoned and transparent decisions.
Course duration and modalities
The course has a total duration of 50 hours, divided into:
Theoretical modules (75% of total hours): To be carried out synchronously via audiovisual connection or in person.
Practical modules (25% of total hours): To be carried out exclusively in person, with practical case simulations and role-playing.
Lessons will be held in small groups (maximum 40 participants) to ensure direct interaction with the teachers.
Course Program
The theoretical and practical modules will include the following topics:
European and National Regulations:
- The Digital Services Act (EU Regulation 2022/2065): general principles, obligations of online platform providers, and the role of certified bodies.
- National legislation on extrajudicial dispute resolution.
Online Dispute Management:
- ODS Procedure: requirements, timeframes, and operating methods.
- Criteria for the admissibility of disputes.
Decision-Making Techniques:
- Drafting reasoned and transparent decisions.
- Analysis of digital evidence and impartial case assessment.
Protection of Digital Rights:
- Online user protection, fundamental rights, and balancing of interests.
- Privacy and processing of personal data in ODS procedures.
Practical Simulations:
- Exercises on real or simulated cases relating to digital disputes.
- Role-playing to gain practical skills in dispute management.
Qualifying Certificate
At the end of the course, participants who have attended at least 90% of the scheduled hours and passed the final exam will receive a Certificate of Training for Decision-Makers pursuant to Article 21 of the DSA. The certificate qualifies participants to work as qualified Decision-Makers at certified bodies for the management of ODS procedures.
Registration fee
The course registration fee is €600.00 (VAT exempt). The fee includes:
- Digital teaching materials.
- Access to the online platform for synchronous lessons.
- Participation in practical exercises in person.

- Pay the registration fee via bank transfer.
- Send a copy of your payment receipt to the certified email address: concordiaetius@mypec.eu.
Registration closes 15 days before the course begins. Cancellations must be communicated by this deadline; after this deadline, the fee will not be refunded.
