Course Recipients

The Initial Training Course for Expert Mediators in international matters, cross-border disputes, and consumer relations is intended for Civil and Commercial Mediators, already registered in the Mediator Register at the Ministry of Justice, who wish to obtain the specialized qualification required by Article 25, paragraphs 1 and 2 of Ministerial Decree 150/2023 for the management of conciliation proceedings in matters falling within the jurisdiction of the respective Authorities (ARERA, AGCOM, ART, ADR consumer).


Course Objectives

The goal is to provide highly specialized advanced training to enable registered mediators to manage international, cross-border, and consumer disputes, meeting the specific training requirement of at least 10 hours every two years established by current legislation.


Course duration and structure

The course has a minimum duration of 10 hours, divided into theoretical and practical modules, within the limits established by the law:

  • Theoretical modules: can be completed both in person and via synchronous online (interactive videoconference), in compliance with ministerial regulations regarding attendance and interactivity. Please note that no more than three-quarters of the timetable can be completed online; the remaining portion of the practical/laboratory activities must be completed in person, as required by law.
  • Practical activities: mandatory in person for at least a quarter of the total hours.
  • Maximum number of participants: 40 for each edition, to promote effective teaching and monitor attendance.

Final exam: A final assessment is required, which can also be conducted online, provided that active participation and compliance with ministerial requirements are ensured.


Course ContentsThe theoretical modules covered by the training include:

  • national and supranational legislation on consumer protection;
  • judicial, extrajudicial, consensual and joint consumer protection tools;
  • rights and protections in cross-border disputes.


Qualifying certificate

At the end of the program, participants who have attended at least the required number of hours and passed the final exam will be awarded the Expert Mediator Certificate in international matters, cross-border disputes, and consumer relations. The certificate will be sent via email and, following registration with an accredited organization, will provide formal qualification in the following areas:

  • Mandatory conciliation in energy matters (ARERA).
  • Mandatory conciliation in telecommunications and pay-TV (AGCOM).
  • Mandatory conciliation in transport (ART).
  • Management of ADR procedures in consumer matters recognized at national and European level.

Registration fee

The registration fee is €180.00 (VAT exempt). Cancellations must be made at least fifteen days before the course begins; after this deadline, no refunds will be made. If the course is cancelled by the Organization, the fee will be refunded in full.
